As the world experience shows numbers of individuals able to commit and committing acts of terrorism on the objects of air transport is naught to general number of citizens, which use air transport services.
Nevertheless the very acts of terrorism with the use of air transport by its social, political and economical consequences are ones of the most of disastrous and dangerous for the modern society.
From the other sire, world tendency of increasing of passenger flow requires provision of comfortable and secure presence of a passenger in the airport and on board.
Toughening of security measure, followed after well known events in 2001-2004, of course played its positive role. But it’s necessary to mark out that methods and means used in airports today are not optimal and carry mostly administrative-technical character. Causing great inconvenience for passengers and airport personnel they do not solve main problem – guaranteed protection of citizens from the terror threat.
During the period of 2004 – 2004 specialist of the “Sonda Technologies CJSC” Company jointly with a group of companies engaged in dealing with air transport security problems developed a system of complex security on the air transport (SCS) “Airbiocon”.
Principal, innovative difference of “Airbiocon” from analogical systems applied in the world is not in minimizing but in perspective and removing of so called “human factor” at realization of complex measures of air security.
SCS “Airbiocon” provides objective monitoring of passengers and personnel moving in the real time mode and automatically solves tasks of control of trustworthiness and predictability of passengers in the period of their presence in the airport and on board.
SCS “Airbiocon” is built on original scientific technical and organizational solutions, based on combination of necessary and sufficient measures of technical control with the use of modern methods of biometric identification.
All applied technologies are original products designed by a group of companies – strategic partners in this direction: “Sonda Technologies CJSC” (Miass), “BIOKON” (Moscow), “Arktel” Joint Stock Company (Moscow).
SCS “Airbiocon” is easily integrated with any national and foreign system of record keeping and control of passenger moving and loads shifting and doesn’t require increasing of airport personnel. SCS “Airbiocon” completely corresponds with basic requirements and settings issued in the position document ACIWorld “Concerning usage of biometric in airports” and also ICAO requirements.

Rising of security total level on the air transport objects along with inprovement of services quality, provided to the passengers.
SOLVED TASKS
1. Revelation of passenger, which hasn’t passed identification by corresponding documents proving identity in zones of special control, registration and boarding on plane.
2. Objective control and monitoring of personnel moving around the airport territory in the real time mode.
3. Revelation of individuals, which are in “black lists” of special services and air companies.
4. Exclusion of penetration in airport service zones of strangers and personnel, which do not have corresponding access.
5. Provision of security of informative and energy systems of the airport.
SYSTEM DESCRIPTION
SCS “Airbiocon” consists of two security subsystems capable of functioning separately and jointly. Biometric control of citizens is realized on the basis of own automated biometric identification system ABIS Sonda by the way of application of a complex multi biometric parameters identification method: facial photographs and fingerprints. ABIS Sonda is basic system of biometric control in many countries of the world including system of issuance and control of new generation passports in Russian Federation.
Biometric system of control and limitation of airport personnel access DBMS “BIOKON-PERSONNEL”
Provides passing of the airport personnel and service workers to service rooms and airport zones through doors and turnstiles fitted with biometric locks with fingerprint sensors. Principal difference of “BIOKON-PERSONNEL” from other analogical systems is that there’s a possibility to provide access to room without any documents, only by fingerprints. Possibility and high performance of the ABIS “Sonda” allows to provide full identification of the personnel with population up to 20 000 in “one to many” mode during 2-3 seconds
DBMS “BIOKON-PERSONNEL” consists of: - turnstiles or doors with electronically managed locks limiting and regulating entrance into the rooms or zones with restricted access; - biometric sensors scanning fingerprints and integrated with a management controller, turnstile or door lock; - server which stores employees’ database including fingerprint codes (templates); - block of matchers performing comparison of fingerprint code received from the sensor with database codes; - workstation of employees registration and passes issuance; - workstation of the airport security officer on duty.
The system allows to operatively change and assign access rights, receive information concerning presence of the employee at one or another time.
Biometric system of passenger control “BIOKON-PASSENGER”
Provides biometric control of passenger at their presence in boarding zone with the purpose of: - exclusion of substitution of already registered passenger by another individual at the boarding on plane; - revelation of individuals included in “black lists”.
Before entering zone of examination and boarding the passengers are passing a procedure of biometric registration. During that the air passenger has his passport data scanned, flight number entered and a facial picture is taken. At the time of passenger’s presence in the boarding zone an operative check by passport data and biometric characteristics is done against a database of wanted by police and law enforcement agencies. Before the boarding onto the plane air passengers are passing procedure of biometric control by facial photograph with the purpose of exclusion of passenger substitution and exact fixation of citizens passed on the board of a plane. Especially for the crew of the plane a face-list with photographs may be formed with indication of passengers position in plane salons.
“BIOKON-PASSENGER” includes: - database server, which stores passenger databases of current flights and “black lists” database; - comparison block performing passengers identification; - station of biometric registration at the entrance to the examination and boarding zone; - station of the biometric control set at the exit from the waiting area to board the plane; - station of the system administrator.
”BIOKON-PASSENGER” also includes a subsystem, which provides exit-entrance of personnel into the examination and boarding zone only through special turnstiles or doors, providing their biometric identification. Thus penetration into departure zone by random strangers is excluded and complex control of personnel and passengers is provided in any time period.
Program for trustworthy and frequently flying passengers “Clear Sky”
Introduction of the “Clear Sky” program allows to solve the most important problem – improve quality of passenger service at simultaneous increase of general security level on air transport. Participants of the program pass preliminary procedure of voluntary biometric registration. After a check of biographical data and absence of pretensions from the side of special services the passengers receive a plastic card with a micro chip containing information about passport and biometric data of the citizen (fingerprints and facial picture).
Owner of a card passes a quickened procedure of examination and registration in frames of the “Clear Sky” program. With this purpose a special corridor is equipped in the airport at the entrance into the examination and boarding zone. At the special control procedure the passenger presents a card, from which biometric parameters are read in the form of codes. These codes are compared with fingerprint codes and passenger’s face codes received here, at the control station. Thus a check procedure of the card belonging to the passenger is performed.
“Clear Sky” program forms a special segment of air passengers service in the airport. Program participants receive a whole set of additional service and privileges: - separate stand of registration and boarding exit; - reservation of the best seats in economy class salon; - delivery to the plane on a business class bus; - benefits for late passengers and so on.
Firmware complex of the program includes: - database server of passengers-program participants; - station of biometric registration set in the airport, ticket selling agencies, airlines representative offices; - stations of biometric control set at the special entrances in the examination and boarding zones; - station of the system administrator.
